For Eclipse Weekend:
Pedestrian traffic and viewing will be prohibited on the Yaquina bay Bridge on Aug. 21 from 6 a.m. to noon.
A portion of Oceanview Drive, from the northern intersection with Highway 101 to NW 22nd Street, will be open to southbound traffic only on Aug. 21.
During the eclipse select County offices and services will be closed to the public. Most closures will be effective Monday, August 21, 2017. But, there are some exceptions (see below). Additional updates will be added as they are determined.
Courthouse Parking Lot
The County Courthouse parking lot will be closed to the public August 19 through the 21st.
Transit Intercity Bus, Lincoln City Loop Bus, Coast to Valley Express Bus, Newport City Loop Bus and Dial-a-Ride will all be closed Monday August 21st. Expect possible delays in service Saturday and Sunday before the Eclipse and possibly Tuesday after the Eclipse.
The Assessor's office will be closed August 21st.
The Surveyor's office will be closed Friday August 18th and Monday August 21st.
The Treasurer/Tax office will be closed August 21st. (Online payment options will be operational.)
(Child) Support Enforcement
The Support Enforcement office will be closed August 21st.
The Clerk's office will be closed August 21st.
The Finance office will be closed August 21st.
Health & Human Services
Counseling, Case Management, Peer Support, Intellectual & Developmental Disabilities: open but not taking appointments August 18, 21, 22
Psychiatric Appointments: appointments available August 18 and 22 (not the 21st)
Crisis and walk-ins: available all days.
Lincoln Community Health Center & School Based Health Centers
Closed August 21st
Newport VA Clinic
Open, no scheduled appointments
Environmental Health (food licenses, vital records)
Public Health (Nurse Home Visiting, Health Promotion, Immunizations)
Open, no scheduled appointments, no home visits.
Veterans' Services Office
The Veterans' Services office will be closed August 21st.
Sheriff's Office - Support Services Division
Sheriff's Office - Support Services Division in the Courthouse Room 203 will be closed to walk-in traffic on August 21st. Limited staff may be available for telephone calls and/or questions.
Parole and Probation
The Parole and Probation office (and Work Crews) will be closed August 21st. Limited staff may be available for telephone calls and/or questions.
Lincoln County Circuit Court
Due to the expected high volume of traffic for the eclipse, the Lincoln County Circuit Court is limiting hearings and court functions as follows:
Court Administration (Room 202) will be open for essential court business and Courtroom 305 will hear essential matters only.
The Court will be open regular hours 8:00 am to 5:00 pm (closed from noon to 1:00 pm).
All In-custody arraignments will be held at 2:00 pm with other essential matters following.

Newport City Hall, the library and the 60+ Center will be closed to the public on Aug. 21.
The recreation center will open Aug. 21 at 1 p.m.
